The “first registration tax” was replaced with the environmental stamp. This is also payable once, mainly upon registration of the vehicle by its first Romanian owner with the Romanian competent authority.
The Government Emergency Ordinance no. 9/2013 regarding the environmental stamp for vehicles was published in the Official Gazette no. 119/04.03.2012 and enters into force on March 15th, 2013.
The main amendments in this field are:
- the decrease of tax for the registration of Non Euro, Euro 1 and Euro 2 vehicles and the increase of the tax in case of Euro 3 and Euro 4 vehicles;
- the obligation to pay the environmental stamp also when registering the ownership right over the second hand vehicles for which the first registration tax was not paid, (i.e., the special tax for vehicles, the pollution tax or the pollution emissions tax) as per the legal provisions in force at the moment of the registration;
- the payment must be done when registering the ownership right over the second hand vehicles for which the courts ordered the restitution of the first registration tax or without this being paid.
