Through Order no. 449/2022, published in the Official Gazette no. 420 of May 19, 2026, the graphic models for the information plaque and icon regarding Alternative Dispute Resolution (ADR) are updated.
What does it stipulate?
The Order introduces a new graphic model for the mandatory information plaque regarding the ADR entity, which must be displayed in all physical locations where the company interacts with consumers. In addition to the updated design, the normative act establishes a mandatory minimum size for this display: 16 cm width by 16 cm height. The updated model can be downloaded free of charge from the official ANPC website.
For the online environment, the ADR icon is modified. The new model has fixed dimensions of 250 pixels width and 50 pixels height. The most important technical change is the obligation for this icon to contain an external link directly to the ANPC’s electronic ADR platform, at https://reclamatiisal.anpc.ro. Thus, simply displaying the image is no longer sufficient; the implementation of hyperlink functionality is required.
These modifications do not introduce a new obligation, but rather update the manner of fulfilling a pre-existing obligation. All merchants were already required to inform consumers about the possibility of resorting to the alternative dispute resolution (ADR) mechanism as an extrajudicial method for resolving potential disputes. The Order merely standardizes and modernizes the visual support for this information.
To whom does it apply?
The measures apply to all merchants (legal entities, PFAs, individual enterprises) who enter into contractual relationships with consumers, regardless of their field of activity. Specifically, two categories are targeted:
- Merchants with physical points of sale: shops, showrooms, restaurants, hotels, travel agencies, banks, utility providers, and any other space open to the public where products are sold or services are provided. These must display the updated physical plaque.
- Online merchants: online shops, e-commerce platforms, presentation websites that allow the conclusion of distance contracts, and mobile applications. These must display the new icon with an active link on their own website.
What do you need to do?
- Download the new graphic models for the plaque and icon from the official website of the National Authority for Consumer Protection (ANPC), from the dedicated section.
- Update the display in all physical locations by replacing the old plaques with the new model, respecting the minimum size of 16×16 cm.
- Implement the new ADR icon on the company’s website, ensuring it has a size of 250×50 pixels and contains a functional hyperlink to https://reclamatiisal.anpc.ro.
