By Government Decision for establishing measures regarding the application of the provisions of art. 81 and 811 of the Methodological Norms for the application of Law no. 138/2004 on land improvements, approved by Government Decision no. 1,872/2005, published in Official Gazette no. 378 of May 6, 2026, the deadline and the procedure for settling electricity costs for irrigation for the year 2025 are established.
What does it stipulate?
The normative act establishes a clear deadline for settling electricity costs used in irrigation systems during 2025. The deadline by which payments must be made to beneficiaries is May 31, 2026. This measure provides financial predictability for farmers and agricultural companies that rely on these subsidies to manage their cash flow.
The financing of these expenses is ensured from the budget of the National Agency for Land Improvements (ANIF). The funds are specifically allocated for this purpose by the Ministry of Agriculture and Rural Development. The payment mechanism is conditioned by the existence of these amounts in the ANIF budget, which means that payments will be made within the limits of approved budget appropriations.
To operationalize payments, a rapid administrative procedure is established. Within five days of the government decision’s entry into force, the Minister of Agriculture must issue an order establishing the exact share of expenses to be settled. Subsequently, within another five days, ANIF will request the opening of the necessary budget appropriations to effectively transfer the money to beneficiaries.
